packages.el loads bin/packages.el now

Instead of being attached to the doom.d private config set, I can use
this function to route to another directory if wished

bin-dir for where the el files should end up, preloaded-files for files
that don't need to be loaded

Changed literate config to use bin as the el file location, so that my
main space isn't cluttered with el files
|

+literate.org file that holds the config program
+bootstrap to config.org that loads the literate.el file, which in turn
parses all the other files and loads everything
